The short answer
Elation is one of the friendlier primary-care EMRs to build on. You request a free sandbox, build against its REST API 2.0 (scheduling, orders, documents, visit notes, webhooks) or its FHIR R4 API, then clear Elation's production requirements. Production access for the practice comes through a paid Core Developer subscription.
How access works
- Request a sandbox through Elation's form. Customers and prospective partners both qualify.
- Create API credentials in the sandbox and choose API 2.0 or FHIR R4 per key. That choice can't be changed later.
- Clear Elation's production requirements, then get fresh production credentials. Sandbox keys don't carry over.
- For FHIR, sign the API terms, register your client, and get written consent from the practice whose data you'll use.
- Partner Hub is a separate, curated listing for API partners.

Rate limits are published: under 3 calls per second and 150,000 calls per 24 hours per credential.
What it costs
Elation publishes the structure, not the numbers: Core Developer is a per-provider add-on on top of the EHR plan, with a one-time implementation fee and no per-call or overage charges. Quotes come from Elation.
